Mr. Finigan retired from Urban Systems on July 31, 2017. He had been a Principal of Urban Systems, Inc. since 1982 and was the firm’s Lead Transportation Planner. His primary responsibilities included project management, emergency response, access and transportation planning. He was also responsible for the overall management of the firm’s planning related projects and deliverables.
With nearly forty years of experience, Mr. Finigan managed comprehensive transportation analyses related to land use, master planning, corridor studies, environmental impact analyses, safety studies, parking facility layout and design, curb use studies and pedestrian travel. Mr. Finigan also led the firm’s transportation consultancy relating to the casino industry.
Mr. Finigan has extensive experience in special event planning and access management. He was involved with the planning of many events in New Orleans including the 1984 World Exposition, the Republican National Convention, Pope John Paul II’s visit to New Orleans, the grand opening of the Aquarium of the Americas, Super Bowl XLVII, the Jazz and Heritage Festival and the French Quarter Festival. Mr. Finigan was also the Project Manager for the New Orleans River Front transportation study, a project that evaluated the traffic operations of streets and roadways that provide access to the Morial Convention Center, the Port of New Orleans Cruise Terminal and other existing and planned land use.
